This category is for images published in the U.S. in 1923 or later, and verified as public domain by an explicit statement on the Library of Congress website saying that copyright has not been renewed or has been formally released, or that the image has fallen into the public domain for some other reason.
Many images on the Library of Congress website are not public domain; these do not belong in this category and can only be used at all under our Wikipedia:Fair use guidelines. U.S. images that are public domain because of extreme age (pre-1923) should be categorized as such, and not in this category.
